The US has lifted the Title 19 ban on non-essential travel from 2020 - allowing all vaccinated foreign travelers to enter the U.S.
The Deaprtment of Homeland Sec. requires two pieces of verification to get into the country: First, proof of full vaccination status and secondly, a pre-departure negative COVID test taken no more than three days ahead of boarding. This applies to both air and land travel. Secretary of Homeland Security Alejandro Meyorkas says Customs and Border Protection will require travelers from Mexico and Canada coming by land and ferry to be fully vaccinated and they too must show proper documentation.
Individuals who have not been fully vaccinated for COVID-19 will not be allowed to travel for non-essential purposes. These new rules do not replace Title 42 for immigration.
